Se trata del primer preso con coronavirus en la Argentina: es un detenido de la Unidad N°42 de Florencio Varela y las autoridades creen que se contagió en un hospital. Fue condenado a perpetua por matar a su hija. Varios detenidos y penitenciarios ya fueron aislados.
Los jefes en las cárceles siempre creyeron que era cuestión de tiempo. Casi dos meses después de la confirmación del primer caso en la Argentina, las autoridades del Servicio Penitenciario Bonaerense confirmaron el primer detenido en el país con un diagnóstico confirmado de coronavirus.
El caso fue detectado en la Unidad N°42 de Florencio Varela. El detenido, condenado a cadena perpetua por el delito de homicidio agravado por el vínculo, el asesinato de su propia hija de 8 años ocurrido en la zona de Martínez, tiene 49 años y una afección renal crónica que lo obliga a realizarse tratamientos de diálisis tres veces por semana. Las autoridades creen que el contagio ocurrió en un tratamiento en un hospital fuera de la cárcel, el Interzonal General de Agudos Presidente Perón, de Avellaneda, el mismo hospital donde el detenido se realizaba diálisis los días lunes, miércoles y viernes.
Este viernes 17, al ser conducido desde el penal hasta el Hospital por una diálisis, los médicos advirtieron que tenía fiebre. Así, se le realizó un hisopado. Los resultados llegaron a las autoridades del SPB en el día de hoy.
El detenido quedó internado en el Presidente Perón. Diez penitenciarios y cinco presos que tuvieron contacto con él -cuatro de ellos que estaban en la sala de Sanidad de la Unidad N°42- quedaron aislados de manera preventiva, los agentes permanecen en sus casas. Ninguno tiene síntomas visibles hasta el momento. También se estudió a los detenidos del Pabellón N°12, en donde se ubica el detenido encargado de hacer la limpieza en la sala de Sanidad junto a otros 55 presos: ninguno, hasta ahora, tiene fiebre u otros síntomas.
En las semanas previas, tres penitenciarios recibieron diagnósticos positivos en unidades como la N°21 de Campana y la alcaldía número 3 de Melchor Romero, donde se encuentran detenidos los 8 rugbiers acusados de matar a golpes a Fernando Báez Sosa. Ninguno de ellos, según fuentes del SPB, tenía contacto cotidiano con internos.
Así, el primer contagiado dentro de una cárcel argentina representa un punto de inflexión en la historia, entre la tensión o la concordia de los presos mismos y los esfuerzos y negociaciones para contener una posible crisis. Desde la llegada del virus al país, las cárceles se convirtieron en un frente obvio: los sistemas federales y bonaerenses suman 58 mil detenidos, otros tres mil en las comisarías de la provincia, enfrentan la mayor sobrepoblación de su historia, celdas de cuatro donde duermen ocho, con poblaciones de detenidos de alto riesgo, de edad avanzada, con enfermedades previas, detenidas con embarazos en curso, un contagio dentro de un penal implica una multiplicación casi garantizada.
En Coronda y Las Flores, motines sangrientos terminaron con cinco cadáveres e instalaciones incendiadas. En la Unidad N°54 de Varela y en la alcaldía de Batán, revueltas de internos llevaron a roces y balas de goma. En el penal de Devoto, las batucadas nocturnas de los detenidos se multiplicaron. En los tribunales federales, cientos de presos pidieron su excarcelación por la pandemia mediante sus defensas. Los presos que elegían quedarse adentro y no disputaban su suerte ante un tribunal reclamaban comida, higiene, que controlen a los penitenciarios. Argentina no era el único país: hubo temblores similares en cárceles de Brasil y en otros países de Latinoamérica.
Así, el SPB negoció: extremó medidas de seguridad, permitió que las visitas pudieran llevar alimentos y depositarlos, el Tribunal de Casación bonaerense autorizó que 400 sean excarcelados, se permitieron celulares para aliviar la falta de visitas, los teléfonos fueron empleados para continuar las clases, presos en varias unidades montaron talleres para fabricar barbijos para ellos y para personal médico.
