La legisladora Karina Banfi adelantó que hará la presentación para que la titular de la Defensoria del Público informe cuál es la utilidad del organismo creado por el kirchnerismo para supervisar qué noticias se publican en los medios de comunicación

La diputada nacional de Juntos por el Cambio, Karina Banfi, afirmó hoy que presentará formalmente (junto a otros legisladores) una citación a la titular de la Defensoría del Público, Miriam Lewin, “para que pueda explicar de qué se trata el proyecto NODIO”, presentado el viernes pasado como un “Observatorio de la desinformación y la violencia simbólica en medios y plataformas digitales”. La iniciativa fue anunciada este domingo como un proyecto que “trabajará en la detección, verificación, identificación y desarticulación de las estrategias argumentativas de noticias maliciosas y la identificación de sus operaciones de difusión”, según la presentación en la página oficial.
La Defensoría del Público -creada en 2012 por la Ley 26.522 de Servicios de Comunicación Audiovisual- informó que asumirá “el compromiso democrático” de contribuir a la “búsqueda de un periodismo de alta calidad”, al “fortalecimiento de las audiencias críticas” y al “fomento del debate sobre los aspectos éticos del ejercicio de la libertad de expresión en internet”.
“Me parece una idea descabellada”, expresó esta mañana la diputada Banfi en diálogo con Luis Majul en CNN Radio. “Este tipo de dispositivos surgen principalmente como iniciativas sociales, de organizaciones de la sociedad civil, no gubernamentales o sin fines de lucro. Pero que de parte del Estado aparezca un observatorio donde tampoco se explica cuál es el método de trabajo ni quienes lo van a integrar, si va tener algún sistema de pluralidad de voces… eso funciona después como un sistema de censura indirecta”.
“¿Qué significa esto?”, continuó Banfi. “Que los medios de comunicación y las personas en redes antes de aparecer escrachados por la Defensoría del Público va a pensar dos veces qué es lo que va a decir o a poner en sus redes. Eso atenta contra la libertad de expresión y el pilar más fundamental de la democracia”, expresó la diputada, quien además es la máxima autoridad de la oposición en la Comisión Bicameral de Promoción y Seguimiento de las Comunicaciones Audiovisuales, las Tecnologías de las Telecomunicaciones y la Digitalización, que tiene como función la elección de la titular del organismo y el control de sus funciones.
La legisladora adelantó además que presentará un proyecto de resolución para que el organismo sea disuelto. “A la sociedad no hay que protegerla de las noticias falsas. Lo que tenemos que buscar son mecanismos en donde el Estado sea el que ponga a disposición información pública, así la gente puede saber qué es mentira y qué es verdad”, señaló. “Hace cuatro años estoy peleando porque creo que la Defensoría del Público no debería existir cómo tal, realmente no están claras sus funciones y empiezan a suceder estas cosas. Parecería ser que se la utiliza para controlar la opinión de los demás, y eso atenta contra la libertad de expresión”.
La legisladora señaló además que el 90% del presupuesto de la Defensoría es destinado al pago de sueldos y consideró que la polémica por NODIO “es una oportunidad para conversar cuál es el verdadero sentido de este espacio”.
La iniciativa recibió críticas de profesionales de los medios de comunicación, organizaciones de periodistas y referentes de la oposición. La Asociación de Entidades Periodísticas Argentinas (ADEPA) manifestó este domingo su preocupación por la creación del organismo para supervisar qué noticias se publican en los medios de comunicación, y señaló que la instauración de este tipo de prácticas de vigilancia desde el Estado “conlleva un riesgo cierto de que estos sean utilizados como método sutil de disciplinamiento”. El periodista Marcelo Longobardi consideró también que el organismo es una “Gestapo Informativa”.
