El ministro de Seguridad de la provincia de Buenos Aires, Sergio Berni, criticó duramente la excarcelación de presos con riesgo de contraer coronavirus. Dijo que se trata de una situación excepcional que, si dependiera de él, no contemplaría de ninguna manera la liberación de los reclusos de las cárceles del país.
“La verdad es que es una situación muy excepcional, donde mi visión no tiene mucha injerencia porque las cárceles dependen por un lado administrativamente del Ministerio de Justicia, y la libertad de cada uno de los presos depende de los jueces. Por suerte para los presos, no depende de mi opinión, porque ya se sabe cuál es: no sale ninguno”, dijo el funcionario en diálogo con el programa Animales Sueltos, que se emite por el canal América.
El ministro fue más allá y cuestionó la capacidad que tiene el Estado para controlar a aquellos presos que fueron liberados o que podrían serlo en el marco de la crisis sanitaria desatada por el COVID-19. “Los jueces han determinado que pueden salir. Algunos han salido con delitos menores. Otros han salido con delitos graves. Y lo que sí está claro y es lo que me ha pasado durante esta cuarentena es que por ejemplo en Pergamino quisieron robar un supermercado entre seis o siete personas. Uno de ellos tenía una pulsera electrónica, por lo tanto el verso de que con la pulsera electrónica los pueden controlar es sarasa”.

Específicamente advirtió que en la provincia no hay cantidad suficiente de dispositivos “para todos los presos que quieran liberar”. “Estamos ante una situación excepcional y ante una situación así hay que remitirse a lo que dicen los dueños de cada una de las libertades de los presos, que son los jueces. No hay cantidad suficiente de pulseras electrónicas en la provincia para todos los que creen que van a liberar”, agregó el titular de la cartera de Seguridad bonaerense.
También apuntó contra los organismos que reclaman una masiva liberación de presos en este contexto y los acusó de sobreactuar. “Hay una sobreactuación de algunos organismos de derechos humanos que tensan permanentemente y logran llevar una expectativa falsa. Hay una tensión, hay falsas expectativas y hoy las cárceles son un lugar complicado no solamente por la superpoblación que tienen sino por las expectativas que se van generando”, sentenció.
Berni no fue el único integrante del oficialismo que se manifestó en contra de las excarcelaciones, lo que indica que es un tema que divide a las filas del gobierno nacional. Ayer, el presidente de la Cámara de Diputados, Sergio Massa, advirtió que los jueces que liberen a los presos pueden ser sometidos a juicio político. “Estamos viendo que, en algunos lugares, algunos jueces están actuando de una manera absolutamente irresponsable”, expresó.
“A mí me parece que las penas o las sanciones son para ser cumplidas, porque son el acto de reparación que el delincuente debe cumplir para subsanar el error que cometió, y cuando aparece una situación que viola esto, se rompe el principio de acuerdo de convivencia social que tenemos los argentinos», señaló el diputado en diálogo con el periodista Luis Novaresio, en Radio La Red.
Sin embargo, el máximo referente del oficialismo, el propio presidente Alberto Fernández, avaló esta medida y aseguró que “las cárceles son un lugar de concentración humana muy riesgosa. El contagio y la contaminación pueden darse con muchísima facilidad». Para argumentar su posición, el mandatario aseguró que la Comisión Interamericana de Derechos Humanos (CIDH) ya había recomendado atender la situación sanitaria en los penales. “Recomienda desde detención domiciliaria hasta libertades restringidas, como pueden ser las pulseras para tener un control”, dijo el jefe de Estado en diálogo con Radio con Vos.
